The State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” and the Group of Companies “GSR Energo” entered into a loan agreement to finance the construction of the 1st unit of the CCGT CHPP in the Kolpino district of St. Petersburg.
The project is implemented on the principles of project financing. The total cost of construction of the 1st block of the CHPP is 6.3 billion rubles, while the amount of credit funds from Vnesheconombank is 4.9 billion rubles for a period up to 2024. The commissioning of the first stage of the power plant is planned for 1 sq. 2013
Technologically, the CHPP will be a modern station for combined heat and power generation, consisting of two power units of the “combined cycle – CCGT”. Combined-cycle cycle is the most efficient technology for combined heat and power generation in today’s global energy industry. Construction is planned to be carried out in two stages. The expected start of construction of Phase II is 2011.
Electric capacity of the 1st unit will be at least 110 MW, thermal capacity – at least 68 Gcal*h. The use of high-tech steam-gas equipment instead of traditional steam turbine equipment will provide a significant increase in the generation of heat and electricity, while the fuel efficiency will exceed 90%, which is one and a half times higher than the performance of old CHPPs. In addition, this equipment allows you to achieve the highest environmental standards.
One of the main objectives of the CHPP is the reliable supply of electricity, process steam and heat to more than 120 enterprises located in St. Petersburg on the industrial site of the Kolpinsky district. Among them are the enterprises of OAO Severstal, OAO Power Machines, OAO OMZ and other industrial giants. The industrial site of the Kolpinsky district of St. Petersburg is the largest and most dynamically developing machine-building zone in the North-West of the Russian Federation.

The use of the most advanced technologies for the combined generation of heat and electricity based on the “combined cycle” will ensure the growth of the needs of the region’s intensively developing industrial hub and the connection of new energy-intensive consumers of metallurgical and machine-building profiles. Residents, in turn, will have access to a reliable supply of energy and heat resources,” said General Director of GSR Energo V.Yu. Kotov.
