The GSR Energo group received a permit for the construction of a CCGT CHPP

GSR Energo group of companies 24.12.2010 received permission from the State Construction Supervision and Expertise Service for the construction of a CCGT CHP plant in the Kolpinsky District of St. Petersburg. Earlier, the St. Petersburg branch of the Federal State Institution “Glavgosexpertiza of Russia” provided an opinion on the results of the verification of the design documentation for the CCGT CHPP. According to the conclusion of Glavgosexpertiza, the design documentation was found to meet all the necessary requirements and standards.

“Obtaining a building permit is a long-term procedure, the completion of which we all looked forward to. The design documentation of the CCGT CHPP has passed a multi-level check in all respects and received a positive assessment, which gives us the opportunity to start construction of the 1st power unit. We have already resolved the issue of financing construction with the Vnesheconombank State Corporation, signed an agreement with the general contractor OAO Energy Construction Corporation SOYUZ, and concluded a contract for the supply of a turbine with General Electric. Thus, we are fully prepared for the launch of the project,” said General Director of GSR Energo V.Yu. Kotov.

The electric capacity of the 1st block will be 110 MW, the heat load capacity will be about 90 MW. The CHPP will be a technologically advanced station consisting of two power units based on a “combined cycle – CCGT”. Combined-cycle cycle is the most advanced technology of combined heat and power generation in the global energy sector. Replacing the old power and heat facilities with high-tech ones will ensure an increase in the efficiency of the heating cycle by more than one and a half times. The efficiency of electricity generation will increase from 30% to 57%, which is a significant fact for the developing Kolpino industrial site, the largest machine-building site in the North-West.
