Construction of Combined-Cycle Plant (CCP) “GSR Energy” will be carried out in two stages:
1st stage – main building, basic and accessory equipment of power-generating unit № 1 including all accessory buildings, facilities and systems needed for its complete functioning. Start-up is planned in March 2013.
2nd stage – main building, basic and accessory equipment of power-generating unit № 2 including all accessory systems and facilities. Start-up is planned in March 2014.
Electric and heating capacity measures for power-generating units (together and separately):
Coefficient of efficiency of heating units (average annual fuel utilization factor for CCP) amounts to 76.9%.
CCP “GSR Energy” represents independent power plant having relation to infrastructure already existed at the site and also to additional facilities and distribution lines. It is intended for assurance of balance conformity of heating capacity to increase of heat demand for the period until 2015 with a perspective until 2025 and also for electric and heating energy supply of municipal housing economy’s objects of Kolpino, Saint-Petersburg.
New CCP is an additional source of heating and electric energy to the existing capacities.
Main fuel for CCP units is natural gas. Emergency and backup fuel is not stipulated.

Steam-gas cycle technology
CCP “GSR Energy” stipulates installation of two power-generating units. Main equipment of each unit of power plant consists of one gas turbine PG 6111 FA, one exhaust-heat boiler of two pressures without afterburning and one steam cogeneration turbine, type Т-25/33-7,6/0,12 (configuration of essential equipment: 1 gas turbine + 1 exhaust-heat boiler + 1 steam turbine).
Heat scheme provides operation of each unit in the following modes:
heat-extraction mode (in heating season) with heat supply to heating network
condensing mode (in non-heating season) with heat supply up to 25 Gcal/hr for each unit
steam supply for consumers (up to 30 t/hr)
During Gas Turbine Plant operation air from the atmosphere enters compressor inlet through integrated air-cleaning device, compresses and delivers to combustion chamber of gas turbine unit. Occurring combustion products are delivered to gas turbine. Then exhaust fumes enter exhaust-heat boiler. Temperature of outgoing fumes at the outlet of exhaust-heat boiler amounts to 97,8 °С at design temperature of outside air - 26 °С.
Exhaust-heat boiler generates steam of two pressures and temperatures:
Steam capability of exhaust-heat boiler in design conditions at the high pressure loop amounts to 32,29 kg/sec; at the low pressure loop - 4,5 kg/sec (at temperature of outside air +15 °C). Operation of power-generating unit is provided for slide parameters before steam turbine.
Steam of high and low pressure generated in exhaust-heat boiler is delivered to steam cogeneration turbine of two pressures.
Heat scheme is provided 100% HP & LP Steam Turbine Bypass System. Vapor escape from exhaust-heat boiler to condenser at the time of steam turbine shut off or start-up mode is implemented through HP & LP Steam Turbine Bypass System.
Steam Turbine Plant includes district heating plant with one horizontal hot water heat exchanger (ПСГ-1400) and condensate cooler. Steam for hot water heat exchanger supplied from regulated heating extraction of turbine.
Heat scheme allows keeping the CCP in operation with no-load running or auxiliaries load.
